- Zalo Mini App
- Administration
- Dashboard for ward officers
The problem
A ward has plenty to tell its residents — procedures, bulletins, opening hours, office addresses — but residents do not know where to look, and ward officers have nowhere consistent to publish it. Citizen reports, meanwhile, get lost between channels.
How it works
The app is a Zalo Mini App: residents open it from a link or a QR code inside Zalo, with nothing to install. The MVP covers nine modules:
- Home with ward statistics, featured utilities and the latest bulletin.
- Citizen reports — ward replies: send a report with a photo and follow what happens to it.
- A digital map and an assistant answering the common questions.
- Smart broadcasting: bulletins filtered by date and by subject.
- External links: national public services, eTax, VNeID and the systems already in place.
Behind it sits a dashboard for ward officers: managing posts, updating statistics, handling reports and configuring categories. The interface is configuration-driven, so the office can change it without engineering.
A few decisions
- One system for one ward. This stage does not try to be a shared platform for many offices; do one properly first, then consider widening.
- Centralised data. Content, reports and statistics live in one database, so reporting is not assembled from several sources.
- Officers update it themselves. If changing one line of news meant calling engineering, the system would not survive a few months.
